28.03.2013

The pupils of `Branko Radicevic` elementary school in Gabrovac village - Palilula, two weeks in row have been learning in cold classrooms dressed in jackets with winter scarves and caps. This school was left without heating and after they addressed to all authorized institutions, Palilula Municipality joined to help. Boban Dzunic, president of Palilula Municipality, promised the donation of fuel oil already that very day, since the health of children is priority.`I got the invitation from the parents of this pupils and headmaster from Gabrovac school Glorija Radojcic to visit the school and see myself the state of the work of this school. I was said that authorized institutions had not been able to help. Palilula Municipality will help here at sight and after the negotiations with the suppliers we will also bring certain quantity of fuel oil to school. Having in mind that the City with tender option is purchasing it, we will just give this fuel oil as a gift donation, said Palilula president and that is how we will solve the administrative barrier.

When we deal with the children, politic stops to exist, all barriers disappear. Our wish is to provide first of all normal conditions for living for children emphasized Boban Dzunic. According to his words in Gabrovac village will be given enough energy at least for ten days while other procedural difficulties are being solved.

`The last day when we had heating was March 15 when we celebrated 135 years of school. Since March 18 we were left without fuel oil and without heating. We shortened our classes to 30 minutes and started working from 9 in the morning instead from 8 30. We have also addressed to all who are authorized starting from School Administration over Administration for education of the City of Nis and for the fuel loan we asked from Public Enterprises Mediana and Naisus. However, they were not in the position to help us. In the end, we addressed to Palilula Municipal president and we are expecting help` – explains the general manager of Branko Radicevic, Glorija Radojcic. Although the cold weather is not usual for the end of March, the schools usually have enough heating energy to cover all the season. Headmaster Radojcic emphasizes that the problem appeared during the last delivery about one tone less of fuel oil. She says that this problem immediately was reported but for the new delivery it is necessary for the City to hold public procurement so that this will be completed in about three months.

We are trying somehow to overcome this problem so therefore the lectures are in two to three rooms that we are trying to make warm with heater devices or quartz furnaces, but then the other problem appears. When we turn on many heaters the fuses fail since we have old and bad electric installation says the head master. Since the learning in cold classrooms is big risk for the health of children certain parents decided to keep their children home. So in preschool group, that was visited on the occasion by the president, from total 12 pupils, only 3 of them were present. 154 pupils attend this school and 134 pupils are in main sending school building in Gabrovac. Support to elementary education of children and young people, specially in rural areas, according to Dzunic, is one of four main developmental priorities and strategic aims of development of this Municipality.
